The "Measures" are divided into 4 chapters and 23 clauses, including general provisions, inspections, management, and by-laws. The first chapter “General Provisions†clarifies the basis for the formulation of the Measures, the scope of application, the type of agricultural machinery to be implemented in the field, the location, methods, and implementation standards for field inspections, and the institutions and funding guarantees for field inspections. Chapter 2 “Inspection†clarifies the responsibilities and obligations of agricultural machinery owners in the on-site safety inspection methods, and stipulates the periodicity of agricultural machinery field inspections and the handling of inspection results. Chapter 3, “Management,†clarifies the responsibilities and obligations of implementing field inspection agencies, and stipulates the conditions for the management of agricultural machinery field inspectors and the conditions for agricultural machinery on-site inspections.
The scope of application of the Measures includes tractors, combine harvesters, motorized plant protection machinery, motorized threshers, feed mills, transplanters, and rakes. At the same time, taking into account the increase in the number of accidents involving agricultural machinery such as shutters and cultivators in recent years, Article 2 of the Measures specifically stipulates that the provincial competent department of agricultural mechanization may also impose other risks on the safety of personal and property. Machinery is included in the scope of application.
The "Measures" will be formally implemented on February 1, 2012.
