On December 21, according to relevant media reports, the National Development and Reform Commission (NDRC), the United Nations Development Program (UNDP), and the Global Environment Facility (GEF) jointly launched a new light source project to promote the transformation of the semiconductor lighting market and promote energy conservation and environmental protection (SSLED). The start-up meeting will be held in Beijing. The National Development and Reform Commission, the Ministry of Finance, the United Nations Development Program, the National Energy Conservation Center, the China Energy Conservation Association and other relevant departments will participate in the project kick-off meeting. It is understood that the Chinese government attaches great importance to lighting and electricity saving work. In 1996, it launched the implementation of China's green lighting project, which was listed in the key areas of energy conservation in the 9th and 15th and 11th and 12th five key energy-saving projects, and developed with the United Nations. The Planning Department and the Global Environment Facility have launched three international cooperation projects on green lighting. Through years of unremitting efforts, China's green lighting project has made remarkable progress, and it has received close attention and active support from consumers, and has been highly praised and unanimously recognized by the international community. The implementation of China's green lighting project has promoted the optimization and upgrading of the lighting electrical industry structure and the overall improvement of product quality. The production ratio of energy-saving lamps and incandescent lamps increased from 1:34 in 1996 to 1:1 in 2010. The global market share increased from 20% in 1996 to 85% in 2010; it promoted the popularization of high-efficiency lighting products and the general awareness of lighting and energy saving in the whole society. From 2008 to 2014, the Chinese government promoted energy conservation through financial subsidies. More than 500 million lamps, the market share of high-efficiency lighting products in the country reached 70%; promoted the rapid development of semiconductor lighting technology and the promotion and application of semiconductor lighting products. The launch of the promotion of the semiconductor lighting market, the promotion of energy-saving and environmental protection new light source project as the fourth phase of the green lighting project aims to promote the expansion of semiconductor lighting qualified products in China and widely used. This goal will be achieved by removing barriers to the transformation of the semiconductor lighting market. The project will carry out specific activities to enhance the development of the semiconductor lighting market, the semiconductor lighting market conversion policies and mechanisms, the demonstration of semiconductor lighting applications, and the enhancement of semiconductor lighting quality assurance capabilities. The implementation period of the project is 3 years. In 2016-2018, the national implementing agency is the United Nations Development Program (UNDP), and the National Development and Reform Commission is responsible for the organization and implementation of the project. During the project implementation phase, the Global Environment Facility (GEF) grant was $7 million. The Chinese side supported project implementation with project subsidies, interest subsidies, or physical and human input.
